Add Panel Launcher #66

This addresses https://github.com/ideonate/cdsdashboards/issues/65.

I've added the Panel launcher and upgraded the required version of the bokeh-root-cmd in anticipation of an upgrade enabling using the Panel server.

Let me know if there is more I should do.

Thank you very much again. This works well, except that the *.ipynb doesn't work - I've added a note to a review on bokeh-root-cmd.
