Hi @damianj @824zzy @kmeng01 , this implements the big brother monitoring endpoint that I discussed with @JDevasier.

Please let me know if it looks good to merge or if there need to be changes made.

Is there a way I can test it? I tried accessing it from https://idir.uta.edu/covid-19-api-dev/api/v1/ping or will this be hosted on some other app with a different url?

I guess I have less to comment on this since I am not that involved with the Big Brother project. Maybe @JDevasier can comment on the screenshot in the last post on #36?

@damianj I updated the copy on the dev endpoint, you can see the output at:
