Usage of over 10k samples in sample set slow start-up into 5-10s

Turned out most of the time is spent somewhere in Windows before startup. There 
is still room for optimization at the other end (not doing for m outputs O(n 
log n) pass when m << n) but not yet since the startup is within a second even 
on an atom.

This isn't an issue, and closing <0.3 bugs.
