ensure publications are spatially linked where possible #44

Just as a start use the datasets we have that are being matched under the mentionsIndigenousLanguage flag.

and make sure that you can use a map to search spatially for publications.

I have reflagged all the publications.

They are now linked to placenames which have geometries that can be drawn / searched on a map.
