This PR add a Popover component. Popover is meant to be an interactive box anchored to the UI layout that spawned it.

pure logic implementation
React component
Svelte component

ToDo/leftovers:

onPositioned
positioning initiated before root connect layer
reduce initial update position/size
change layout position type from enum to string
