This PR replaces the previous monorepo mechanism from tsconfig-paths to typescript-references.

replace Tsconfig-paths with typescript-references
run tests from dist (all but svelte)
removed ESM output for now - only output CJS under dist
- Svelte output to CJS with source svelte files only
clean and build all packages from root
