Fix Data holes in shipcaddie api for getRates/wmsOrder endpoints

Kraken-shipping discovered some holes in the data from wmsOrder they need to make a getRates api call, and some of the data that getRates responds with.

Found using the 3208 shipcaddie test account, and using: SHIPCADDIE_RES_URL="https://idl-tms-res-dev-web.azurewebsites.net"

Data holes on required fields needed for getRate req:

• order res:
  • carrierClientContractId = 0
  • systemCountryId: 840; invalid at 3 digits according api, though orders (5000, 4951) have 3 digits for the field
• getRates res shows zeros for these fields: (w test account)
  • transitDaysMin: 0
  • transitDaysMax: 0
  • totalChargeAmount: 0
  • totalChargeAmount3pl: 0
