FedEx Collect issue with Rhone and Cozy Earth #3

Rhone Ref# 10739566 There are several in the shipping history for today.

Rhone shipped this order, and the rule was set to a shipping site that was supposed to send it FedEx Collect. I removed the shipping site and added this to the billing section within rule #1, but we are still not getting a Collect label.

When creating the rule, there are only 3 billing options but when I manually edit an order there are 4. (Receiver will be invoiced by carrier for shipment) only shows when manually updating the order and this option changes it's own name to 'Collect' after you select it.

Can you please tell me the difference between 'Receiver will be invoiced by carrier for shipment' and 'Recipient'? Please also look into why we are not getting a Collect label when I try either option.

Additionally, I was testing the different options and got a few labels. Now it's not giving me anything but this error-

Shippingchargespayment payor -the payors account number is invalid

Cozy Earth

We just received notification that a variety of orders for Nordstrom Customers are being shipped via someones FedEx account. All Nordstrom orders should be shipped via UPS using Nordstrom's account number. Can you guys help us figure out what happened?

They are called England Logistic, and here is their message:

The billing address for my company is 1325 S. 4700 W. SLC, Utah, 84104. We are a 3PL and someone within your Utah organization has used our account number for these shipments. Are you not able to see what account number was used on these shipments?

I know @Josiah Fehlberg was working with you guys to get this officially set up for all Nordstrom Orders, to make sure we are using their UPS shipping account.

See attached for all 27 orders that were sent via this company.
