enable and disable tax is not working as expected #1065

Describe the bug You cannot enable or disable a tax item after it is created. And you cannot really delete a tax item showing "you cannot delete tax after it has been created".Can you tell why we cannot delete a tax.

To Reproduce Steps to reproduce the behavior:

  1. Go to settings
  2. Click on taxes
  3. add a new tax
  4. try to enable or disable if it is enable by default.
  5. also try to delete the tax.

Expected behavior The enable,disable and delete functionalities should work as expected.

Additional context Also default feature also not working.Can you please explain what is the expected behaviour of default functionality in taxes page.
