Requires kubernetes 1.2 (in GKE now, but we might need to upgrade the cluster.)

Done for the static containers that we update regularly, not yet done with the dynamic (user) replication controllers.

Marking as beta because doing this transition may involve a large chunk of downtime for all user pods
