Expand Benefits&Observations #6

This PR does two things:

  1. It modifies B&O 2 to acknowledge submission to USENIX, to be more realistic.
  2. It adds B&O 5, which discusses the current resubmission cycle.

This PR is a result of discussion on issue #5.
