Verify IR Matrix

Verify if the present IR Matrix schematic is correct. The idea behind the current implementation is:

• One 9V rail powers each column completely to reduce components and power usage.
• Each column has its outputs multiplexed in order to read data row by row in parallel in order to reduce input pins to the number of rows.

However, this might not be optimal since 9V is too close to battery voltage and the battery can be lower than 9V during a normal discharge cycle. At the moment the plan is to use a buck-boost converter (acts as a buck while the battery is above 9V and as a boost while it's lower than that). Evaluate if it's needed to change this strategy.
