Easy file sharing module (and backend) #6

Module with backend. Module to allow an admin to upload a file and set different download limitations, how many times it can be downloaded, until when it can be downloaded, etc. etc. and if the system should automatically delete the file after the limitations are met.

This isn't really necessary for the 0.2 Milestone, it is "nice to have", I'm moving it up to the next milestone.
