Updated types to consistently use the decimal-2 data type.

Aligned title and abstract with RFC8776 and L1-Types: fix #99

Pending issues for further discussion during PR review:

  1. The cd-value, pmd-value, pdl-value and rx-channel-power-value can be used as keys, instead of the cd-index, pmd-index, pdl-index and rx-channel-power-index, respectively, if and only if the EMPTY value is not used.

    Is the empty value really needed to represent these functions?
