Guidance for unique organization-identifier

Need to provide guidance on how to make the organization-identifier unique (e.g., using an OUI or another IANA assigned registry, for further discussion/investigation).

Moreover, it seems there is no useful information in RFC7581: can we remove the reference?

The possibilites are to use OUI or to use identityref to identities to be defined in an organization specific YANG model.

Julien: Trying to have a solution supporting both options

The issue with the OUI solution is the need for some document that defines the values to assign to the specific organizational mode otherwise two different vendors may use different string values to reference the same organizational mode

The use of the identityref would require these values to be formally defined in a YANG module and the YANG namespace would ensure uniqueness of these values

It is therefore proposed to define only the identityref solution

We can close the issue using the proposal with identityref , and open another issue to align our solution with what proposed in TIP for Openconfig.
