As discussed in the design team call which happened last week, I would like the authors to consider adding a requirement or use cases section to illustrate what we would like to cover in this draft. We had some discussion about what should and what should not be in the scope of this draft both in the IETF meeting and in the weekly calls. I think it would be helpful if the requirements or use cases could be discussed and agreed upon.
