Attributes from RFC7317 #2

Some of the hardware and software attributes defined in Section 3.1 of [RFC7317] can be borrowed, such as platform-os version and machine.

WG adoption comment from Bo:

  1. Section 2.2. Network Element: Adds a reference of RFC 7317 to indicate that the NE software version is the platform software version.
