The text "can be augmented, when required, with technology-specific (e.g., optical) inventory data" appears to blur an important boundary. The functional data should not augment the physical model.

I think here, perhaps the wording should be changed to "can reference (or be referenced from) functional entities (e.g. technology-specific), when required. ".

There should be no hardware distinction for packet, optical etc. equipment.
