Need to further discuss whether the base network inventory YANG model should support write operations (RW) or not (RO)

Please note that changing from RO->RW can be BC while changing RW->RO is NBC

   o  A node that represented state data may be changed to represent
      configuration, provided it is not mandatory (Section 3).

It has been reported that operators need to be able to configure some of these parameters (e.g., NE name) not only though the GUI of the controller but also through network level YANG models and therefore the rw access is needed for some attributes in the network inventory YANG model

In addition, there is a need to support the configuration of expected/intended inventory elements at the network level: see issue #28
