Tools Transformations need to be written in terms of implementing requirements of the TAS #30

Currently the transformations 21 and 22 assume a specific set of requirements when those are still be developed by the TAS. 21 needs to be rewritten to address that and 22 needs to be clear that is only solving the issues and the rest of it is down to the TAS.

Also in the narrative, can replace "A new group to look at the big picture, set out a vision and user requirements"
