LGTM - BTW where is oid defined?

It's defined in cddl/common-types.cddl

Does it inlclude a CBOR tag?

No, it's just a string with a regexp attached.

Maybe ~oid is reasonable for the same reason ~uri is used?

It's a "naked" string, there's no tag to drop.
