This is per a comment from Henk at IETF 115 in London that freshness and replay are not the same. I believe he is right. Nonces address both at once so it's easy to conflate them.
This PR also goes one sentence per line so git diffs are easy. (Had a conversation with Carsten, Henk and Thomas that mostly agreed this was the thing to do). One very long line is not good.
