The semantics for element-name-map is that the 'device-id' is associated with the module that has a class name of 'element-name'. I'm not sure if 'identity-element-name' is changing the class name into an instance name semantic.

if you think using comid.identity-element-name instead of comid.element-name is confusing, we can do some renumbering (i.e., offsetting the comid.device-id and comid.key-material). If so, shouldn't we also rename comid.instance-element-name to comid.element-name though?
