Data transfer interop mode: is it needed? #8

"Data transfer" needs to be clarified or maybe removed. What do we mean by "transfer of data only under authorization", what is the state this bullet refers to, why do we even need a 2PC protocol for data transfer?

Previously we had a long text in the older versions of the draft (before the draft become formal WG item) discussing the 3 modes. The group then agreed with the Chairs that this work should be postponed until we finish the current set of drafts.

If you are interested, Rama has moved some of the text about views and data sharing to the following two Individual drafts:
