SCITT Component PR Feedback #22

As SCITT is in active design through the IETF SCITT working group, these documents aim to facilitate various design discussions, based on a set of SCITT primitives and scenarios that benefit from the SCITT primitives.

While we'll keep merging content to main for easy viewing, this PR will stay open so we can facilitate continual feedback on the content.

NOTE: Keeping a PR open, while merging to main is an experiment, and it may go well, or horribly bad...
