[Hackathon] How does Agent get unneeded-ta-list #30

https://github.com/ietf-teep/teep-protocol/issues/81 raised an issue on the TEEP protocol spec that also affects the transport spec.

Specifically, the transport spec has a section

5.1. Receiving a request to install a new Trusted Application

but there is no corresponding section like

"Receiving a notification that a Trusted Application is no longer needed"

Should we add one?

Fixed in draft -10
