Updated txt draft and generating tools #9

I improved generating draft from markdown file with the tools from IETF 104. https://datatracker.ietf.org/meeting/104/materials/slides-104-edu-sessf-how-to-create-an-internet-draft-using-xml-or-markdown-markdown-01

Confirmed works on both debian/ubuntu and fedora.

This https://github.com/ietf-teep/otrp-over-http/pull/9/commits/34df8104c955cce42dad88bcab74840612a4d918 will generate both txt and xml files from the markdown file. I forgot to mention in README.
