Edit links appear on IANA action state when they shouldn't #1058

When I look at https://datatracker.ietf.org/doc/draft-ietf-geopriv-policy-uri/ while not logged in (the upper right corner says "sign in"), I see a link at "IANA Action State: On Hold" followed by the edit pencil.

The pencil should not be there unless I can edit the state.

If I follow the link, I get the table explaining the state names.

This is inconsistent with how we get to the table explaining state names for other states, such as the IESG state.
