Capture and display the proposed Obsoletes and Updates data from drafts accepted into a stream #1674

Right now, we don't model Obsoletes and Updates until a document is published as an RFC.

We have figured out how to model and display that a Status Change document is proposing to change the status of a published document.

We should make it possible to show that draft-ietf-foo-bar is proposing to obsolete RFC XXXX.

We can capture this data for all submissions, but should only display it for drafts that have been accepted into some stream (such as when a draft becomes a WG or RG draft, is accepted by an AD as an Individual Submission, or if it enters ISE review.
