Several years ago, we decoupled issuing ballots from putting a document into IESG Evaluation to allow some ADs to issue ballots while documents where still in IETF last call.
That has forced a manual step onto IESG members (to put the document into IESG evaluation when it's time). For those ADs who want to issue ballots at the same time they put the document into IESG evaluation, having two steps is burdensome. It would be better if the form that issued the ballot also offered the option to move the state into IESG evaluation (with the default either unchecked, or possibly checked if the current state is one where going into IESG evaluation made sense - that is, if the document is not still in last call.
Related: We already have additional support for entering IESG evaluation if a ballot has not been issued - the forms there remind the AD about the ballot.
