Make it easier for shepherds to follow relevant telechats #2113

It would be helpful if the message informing a document shepherd that a document was scheduled for a telechat included something to make it easier to add to a calendar. Ideally an .ics file that included the webex info.

ADs would probably not find the extra load of ics in these messages welcome - the place that sends mail needs to be aware of the role of the intended recipient when crafting the message. That might mean splitting the message into two separate sends.
