database is missing draft entries #214

I looked at the latest list of 404 errors from Google, and was pleased to see that all those stemming from failed redirects seems to be gone. The remaining ones were predominantly of the form

https://datatracker.ietf.org/drafts/<draftname>/

I wondered if these were outside links which were wrong -- mis-spelled or mangled -- so I checked them against the draft archive on tools, and I found that most of the 404s were actually for drafts which exist in the archive:

Of the 15 not in the archve, all are represented by a file in the potaroo archive; in most cases that file is just a placeholder saying that the draft has been replaced, mostly giving a name which is not in any archive... In 2 cases, the potaroo archive had actual drafts not in the tools archive (which I've then updated).

But the conclusion is that the database is definitely incomplete, and probably could do with an update in this respect.

Checked the status of this issue at the 120 Codesprint, and this is still an issue.

FYI, the potaroo archive is here: https://www.potaroo.net/ietf/

It seems to have a current, complete archive for RFCs and an incomplete archive of IENs. Its I-D archive is down.
