rfcdiff footer uses http URL (and points to tools) #3299

Current rfcdiff output from www.ietf.org/rfcdiff (e.g., https://www.ietf.org/rfcdiff?url2=draft-ietf-dots-rfc8782-bis-08) outputs the footer:

which is both an http-not-s URL and references tools.ietf.org.
