Track documents in "No Objection" ballots for ADs #3429

When balloting, the documents on which the AD holds a DISCUSS are automatically tracked in the AD page: https://datatracker.ietf.org/doc/ad/francesca.palombini

It would be nice to be able to manually track documents on which we balloted (without necessarily DISCUSSing them), on the same AD page. This could be done with a check box, during the balloting. The result would be to have the documents in a section in the https://datatracker.ietf.org/doc/ad/XYZ page, and receive emails whenever the document is revised (until the document is untracked). The section could be titled "Non-blocking tracked positions held by XYZ" or something like that. This would indeed require to also have a way to "untrack" the document (could be in the https://datatracker.ietf.org/doc/draft-ABC/ballot/ page)

I am aware that we can add docs already to our "tracked" document, but in that way we lose the overall picture.

The reason for adding this feature is that it would allow ADs to differentiate between "COMMENTs I don't care about" and "COMMENTs I care about and am looking forward to an answer to", and better track and follow up.

I'd bump this up to major because any little feature that helps open up the IESG review process bottleneck is major.
