The datatracker returned an error page indicating that the review had not been submitted possibly due to server overload or other such problem and indicating that I would need to resubmit.
On going back to the management/completion page for the review it became clear that the review had been successfully uploaded.
So,there are two issues:
1) The error indication was inappropriate.
2) If the error had not been incorrect, the text typed into the review entry box on the completion page would have been lost. If significant work had gone into this, the revew author might be rather annoyed.
In practice I have previously encountered the problem with revew text getting lost becase the submission fails in some way and I now do not enter original text into the review completion box but cut and paste from another editing wndow. There should either be a warning that this may happen or the text should be saved in some way to avoid author irritation.
