New submission cutoff text is confusing when there is no imminent meeting #3477

The new design at https://datatracker.ietf.org/submit/ has the cutoff date warning highlighted at the top of the page even when there is no meeting imminent. It would be much friendlier to either only include that text starting a few weeks before the cutoff. If there is a desire to have that scary text all the time, maybe move it to after the submission choices box. At a bare minimum, please change "...is 2022-03-07 23:59 UTC" to "...is 2022-03-07 23:59 UTC, which is approximately $x days from now" until the cutoff date gets close.
