When submitting draft replacing an adopted draft mail is only sent to old WG

Describe the issue

Hi,

I had a draft adopted by LWIG (not active). The draft was then adopted by IOTOPS. When submitting the -00 IOTOPS version and marking that it replaces the LWIG draft, mails were only send to the LWIG chairs (which are not active anymore).

After some days I had to cancel the submission and submit without replaces. (The IOTOPS chairs fixed that later).

I suggest to change so that the mail goes to both WGs, alternatively to only the new WG.

mail could (should) also go to the AD of the Area of the closed working group (or the secretariat) as a fallback - but it would need to be very clear that it is sent because the request is to add a replaces relationship to a doc adopted by a closed group.
