The "bibxml" button on the doc status page should link to bib.ietf.org #6554

Describe the issue

Currently it links to datatracker.

For example, the bibxml button on https://datatracker.ietf.org/doc/draft-ietf-tsvwg-careful-resume/ goes to https://datatracker.ietf.org/doc/bibxml3/draft-ietf-tsvwg-careful-resume-04.xml rather than https://bib.ietf.org/public/rfc/bibxml3/reference.I-D.draft-ietf-tsvwg-careful-resume-04.xml.

If the bibxml button was clicked on the unversioned datatracker page, would it be better for the link to go to the unversioned bibxml URL? For example: https://datatracker.ietf.org/doc/draft-ietf-tsvwg-careful-resume/ could link to https://bib.ietf.org/public/rfc/bibxml3/reference.I-D.ietf-tsvwg-careful-resume.xml, and https://datatracker.ietf.org/doc/draft-ietf-tsvwg-careful-resume/04/ could link to https://bib.ietf.org/public/rfc/bibxml3/reference.I-D.draft-ietf-tsvwg-careful-resume-04.xml

I consider that a feature. datatracker is the source of truth on these. Of course, finding out in which way bib.ietf.org has, hmm, processed this truth is interesting in its own right, but if you need the bibxml, please use the source.
