Remind chairs about uploading agendas #6572

As you can see on the main 118 agenda, a bunch of WG chairs haven't turned in their WG agendas. I found out yesterday that for one (QUIC) it is because they work on the agenda in GitHub and just forgot to put it in the Datatracker (which they did after I asked about it).

It would be grand if there was a tool that sent out reminder mail immediately after the deadline to all WG chairs who haven't uploaded their agendas. It would be good to keep doing that up until the meeting; maybe not every day, but every other day?

We could also use the django notification framework to periodically call attention to this when using the datatracker
