This will require finding and adjusting the places where where we send mail related to IRTF stream documents and research groups, particularly where we issue ballots and send approval messages.

The announce tool part of this just involved configuration, and is now in place. I'm modifying the issue title to focus on mail coming from other parts of the datatracker, and un-assingning it for now.
