Wrong publishing date assignments / order (for https://datatracker.ietf.org/doc/draft-duerst-dns-i18n/) #6986

Describe the issue

In relation to a recent email discussion, I had a look at https://datatracker.ietf.org/doc/draft-duerst-dns-i18n/, and discovered that it shows the numbered drafts in the wrong order, with wrong publication dates.

As shown on https://datatracker.ietf.org/doc/draft-duerst-dns-i18n/: -00 Dec 1996 -02 Jul 1997 -01 Mar 1998

Correct (according to https://www.ietf.org/archive/id/draft-duerst-dns-i18n-XX.txt): -00 Dec 1996 -01 Jul 1997 -02 Jul 1998

So the order is wrong, and while it looks like the second date is taken from the second draft, the date of the third draft in the list (-01) seems to be taken out of thin air.

I'm not too concerned about this specific draft, but the problem should be investigated and fixed because it may be more general.

This is 1998, before a lot of the systems involved were built to be as careful about tracking and preserving submission dates and other metadata.

So, yes, it's a general problem, and known, but there's not much to do to address it other than deal with it case-by-case.

This particular draft was not in the collection of drafts that had been under the secretariat's control when starting the current notion of the archive/repository. We have, as part of trying to backfill missing drafts, accepted collections from some community members with IESG approval at the time. This particular set of drafts came from a collection provided by Henrik, but I note that the dates there don't line up with the dates on the draft or what were synthesized as NewRevisionDocEvents in the datatracker.

(fwiw, This kind of provenance information is made available when legal requests are presented.)

If you know the actual submission dates, for certain, we can manually adjust these. We would take you at your word as author, but It would be awesome if you could point to some email list artifact that supported the submission date.

The best way to ask for an adjustment is to email support@ with the details.

Yesterday I have submitted three Internet-drafts (deadlines make me work :-) connected to the topic of internationalization of internet identifiers. They should soon appear in the IETF anouncements and on the respective ftp servers. You can already obtain them as:

The first draft describes a method to internationalize DNS easily without having to change the core DNS software in any way. It is an update of a draft that expired a few weeks ago. With enough consensus, this could go into experimental phase rather quickly.

The second draft is an initial attempt at defining normalization and additional guidelines for international identifiers. This is necessary to eliminate bad user surprises, but does not have very high priority as the normalization rules can be defined so that most current systems and users anyway only produce already normalized identifiers.

The third draft contains material about the problem of internationalizing the query component in URLs. This is a particularly important, but also particularly tricky part of URL internationalization. The draft describes a convention currently used by most browsers (and working in many cases), and some additions to the HTTP protocol (intended to be version-independent) for a safe upgrade to UTF-8 URLs. The basic idea should be sound; the syntax and terminology may need more work.

I am glad about any feedback directly back to me or on any of the lists I am posting this information. I appologize to those that get this information more than once. I will also be in Munich and look forward to talk to anybody interested. However, because most parties seriously interested in URL internationalization (their number is steadily increasing :-) have indicated that they won't be able to attend Munich, I have unfortunately had to cancel a planned official meeting (the specific topic of the meeting was that of the second draft above). I hope that a meeting will become reality at a later IETF. One occasion where there will certainly be a lot of discussion about internationalized URLs, just because many of the players happen to attend or be around, will be the upcomming 11th International Unicode Conference in early September in San Jose.

                 IETF Monthly Report for December, 1996

    1. The IETF meeting, hosted by cicso Systems, met in San Jose,
       California on December 9-13, 1996. As has been noted, it was the
       largest IETF meeting to date with just under 2000 registered
       attendees. The IETF opens 1997 in Memphis, Tennessee where
       Federal Express will be the host. This meeting will be held
       April 7-11, 1997. Following Memphis, the IETF is we returning
       to Europe and will met in Munich, Germany August 11-15, 1997,
       hosted by Digi/ISOC.DE. The Secretariat is still working on the
       final meeting of 1997 (probably located in Washington, DC).

       Once all the arrangements have been made, notifications will be
       sent to the IETF Announcement list. Remember that information
       on future IETF meetings can be always be found in the file
       0mtg-sites.txt which is located on the IETF shadow directories.
       This information can also be viewed from the IETF Home Page on
       the Web. The URL is:

    2. The minutes of the IESG teleconferences have been publicly
       available on the IETF Shadow directories since 1991. These
       files are placed in the /ftp/iesg directory.

    INTERNIC DIRECTORY AND DATABASE SERVICES

    The latest version of the Netfind seed database has over 950,000
    entries.  The database continues to expand at a rapid rate (the
    November version had just over 760,000 entries).  This version of
    the seed database is in the new format, and we will continue to
    provide updates in the new format, which requires Netfind source
    code version 5.0.2.  There is a copy of the old format of the
    October/November seed database available on our site, but we will
    no longer update the old format.

    for information on the new seed database and the new version of
    Netfind that supports it.

    THE US DOMAIN REGISTRY

    The US Domain has an online line registration form (see
    "http://www.isi.edu/us-domain".

    The US Domain administrator no longer makes direct registrations of
    hosts, and only makes delegations of third or fourth level domain
    names (such as localities).

    Some of the processing of the requests for the third level domain
    names is now automated. In particular, most requests to register
    names in localities already delegated are automatically forwarded
    to the administrator for that locality.

    The K12, CC, TEC, LIB, STATE, DST, COG and GEN domain under
    each state are established for special purposes (see RFC 1480).

    In addition to the constaint to use them only for the
    defined purpose, each of these special domains is also
    to delegated only to a manager  within the state, and the
    operation of the delegated registry should be non-profit.

    The LIB domain should be managed by a govermental or
    educational library organization.

    Further, it is most appropriate for the K12, CC, and TEC,
    domains to be managed by an educational organization (for
    example, a university or a department of education).

MERIT INTERNET ENGINEERING

    This report summarizes December 1996 activities of Merit's Internet
    Engineering group on behalf of the Routing Arbiter (RA) service and
    other projects.

    Merit is pleased to announce "Route Server Next Generation" (RSNG),
    a new service supported by exchange point operators nationwide.
    The project provides for continued operation of the Route Servers,
    which were developed by Merit and the University of California
    Information Sciences Institute as part of the NSF-funded Routing
    Arbiter project.  The Route Servers take over the task of
    processing routing updates for ISP routers, eliminating the need to
    establish separate peering sessions with other routers at each
    exchange point.  The Route Servers thus provide a boost in
    throughput for ISP routers and allow faster delivery of customers'
    data through the Internet. For more information about RSNG, see:

    Route Server operations at the Network Access Points were supported
    by the National Science Foundation until January 1, 1997.  NSF made
    the decision to commercialize Route Server and Network Access Point
    operations following the 24-month review of the Routing Arbiter and
    the four NAP projects in July 1996.  NSF noted that all these
    projects had completed their basic missions ahead of schedule, and

    stated that the Routing Arbiter and the NAPs "have now proven that
    multiple network providers can work together in a competitive
    marketplace, and so can be scheduled for transition to commercial
    operations themselves."  Routing Arbiter Database support and
    development continue to be supported by NSF, along with several
    routing engineering and statistical research projects.

    Last month's report described development work on Trawhoisd, a
    distributed version of the RADB whois server that supports data
    caching by FTP and by mirroring.  We neglected to note that the
    database mirroring mechanism was developed by David Kessens of the
    RIPE NCC.  We apologize for the omission.

    Merit staff members Sue Hares, Bill Norton, Craig Labovitz, Jerry
    Winters, and Jake Khuon attended the 37th IETF in San Jose during
    the week of December 9.  Norton gave a talk at the afternoon
    plenary session about Merit's Route Server Next Generation project.
    Winters discussed Trawhoisd at a Routing Policy System Working
    Group meeting, and Labovitz gave a presentation titled "Internet
    Routing Stability Analysis" at the IEPG meeting preceding IETF.

    IETF was also the site of a Merit GateD Consortium meeting.  The
    next release of GateD, expected in early 1996, will incorporate
    support for route dampening, the BGP Multi Exit Discriminator
    (MED), and the BGP Destination Preference Attribute (DPA). Future
    releases will provide support for multicast routing, incorporate
    several OSPF enhancements, and support the CMU-SNMP agent and SNMP
    ISODE Smux interfaces.  For more information about the GateD

    IETF, and participated in rsvp, qos routeing and mmusic WGs.
    Crowcroft co-chaired the new WG on Large Scale Multicast, and
    Ballardie co-chaired the IDMR working group.

    Plans on CAIRN connectivity for UCL have now just about reached
    closure.

INTERNET MONTHLY REPORTS

The purpose of these reports is to communicate to the Internet Research Group the accomplishments, milestones reached, or problems discovered by the participating organizations.

Each organization is expected to submit a 1/2 page report on the first business day of the month describing the previous month's activities. These reports should be submitted via network mail to @.***".



The Internet Monthly Report mailing list is now managed by MajorDomo at
ISI.EDU.  The announcements of new issues on the Internet Monthly Report
are sent to the IETF-Announce list and to this IMR list.

Requests to be ADDED or DELETED from the Internet Monthly report list

                Internet Monthly Report for July, 1997

 1. As I write this, we are about to leave for the IETF Meeting in
    Munich, Germany. Our hosts for this meeting Digi/ISOC.DE. The
    final meeting of the year will be held in Washington, DC from
    December 8-12, 1997. Our local host is Newbridge Networks. The
    IETF will meet in Los Angeles from March 30 - April, 3, 1998 and
    then in Chicago August 24-28. We're still looking into the final
    meeting of 1998.

    Once all arrangements have been made, notifications will be sent
    to the IETF Announcement list. Remember that information on
    future meetng sites can always be found in the file
    0mtg-sites.txt, located on the IETF shadow directories. Of
    course, this information is provided on the Web. The IETF's URL

    THE US DOMAIN
    =============

    A total of about 2000 locality domains that were delegated to several
    domain name managers have been returned to the US Domain
    administrator.  These localities will be made available for
    redelegation in the coming months.

    A new policy has been added regarding the locality delegation.  For
    delegations (or redelegations) made after 1-Jul-97, it is assumed by
    the US Domain Administrator that every applicant for the delegation (or
    redelegation) of a locality name has the written agreement of the
    legitimate government for that locality for the applicant to manage the
    domain name of that locality.

    Evidience of such an agreement does not need to be presented at the
    time of delegation (except that the administrative contact on the
    application template must be the government representative).  However,
    if the delegation is later challenged or contested, the manager of the
    locality domain must produce the agreement.  Failure to do so will
    most likely result in the transfer of the management of the locality
    domain to another manager that does have such an agreement.

    If there is a dispute as to what is the legitimate government for a
    locality is and who may act for it, the league of cities or
    association of municipalities of that state (as recognized by the
    National League of Cities) may be asked to assist in resolving such
    disputes.

    In some places there are overlapping jurisdictions with the same name
    (for example, the city of Los Angeles and the county of Los Angeles).
    In such cases, the higher level government should have priority.

    The US Domain registration form is now available online at

    The US Domain has the maps of all the delegated special domains
    online at http://www.isi.edu/us-domain.

    The US Domain administrator no longer makes direct registrations of
    hosts, and only makes delegations of third or fourth level domain
    names (such as localities).

    Some of the processing of the requests to the third level domain
    name is now automated. In particular, most requests to register
    names in localities already delegated are automatically forwarded to
    the administrator of that locality.

    A new policy has been added regarding the charges for the domain name
    passed on during delegation.  The administrator of the locality has to
    notify one year in advance before charging for those domains.

    This report summarizes July 1997 activities of Merit's Internet
    Engineering group on behalf of the Routing Arbiter (RA) service and
    other projects.

    Organizations that are peering with the Route Server Next
    Generation (RSng) project's Route Servers can use a new Web
    Interface to check the parameters of their peering session:

              http://www.rsng.net/peer_template/viewconf.html

    The new form displays public fields in RSng's extended 'inet-rtr'
    (Internet router) objects, which specify routes that the Route
    Server should import and export on behalf of each peer.  The RSng
    inet-rtr object, which was developed by Jake Khuon, extends the
    definition found in the RIPE document, "Specifying an `Internet
    Router' in the Routing Registry" (RIPE-122).

    To use the Configuration Viewer to view an RSng inet-rtr object,
    simply enter the IP address or AS number of the peer you want to
    obtain information about.  The Configuration Viewer only displays
    public information about routes exchanged with the Route Servers,
    rather than private network contact information.  The Configuration
    Viewer was developed by Abha Ahuja.

    Merit is pleased to announce a new, distributed version of its
    Internet Rover package.  Developed by Bill Norton to monitor
    network devices for the NSFNET project, the Rover code is now used
    to monitor networks worldwide, including the Italian National
    Network, the Pentagon Network, and the Princeton Network.

    The previous, centralized Rover code was based on a simple model:
    if a device failed a test, an alert would be displayed at the
    Network Operations Center.  NOC operators would then investigate
    the cause of the failed test and take any necessary action.  When
    the test succeeded, the alert would be removed.

    Over the past ten years, Merit programming staff have worked with
    many network operators to evolve the software package to meet their
    needs.  The latest release, Internet Rover 4.0, introduces the
    notion of distributed "Area Managers" into the model.  The Area
    Managers, which perform tests and maintain a list of alerts on
    remote systems, use an SNMP agent to externalize the list of alerts
    to the Central Network Management Stations (CNMS).  In this way,
    the Distributed Rovers can be deployed and connected across a
    wide-area network.

    Locating the Area Managers topologically closer to the devices
    being monitored decreases the likelihood of packet loss from
    intermediate network failures, and lowers network management
    bandwidth requirements.

    In addition, the Distributed Rovers can be split along
    administrative boundaries, such as AS's, making it possible for
    networks to share aggregated network management information.  NOCs
    can then "view" one another's alert screens, making it much easier
    to operate backup NOCs and share NOC services.

    Engineer Craig Labovitz and Merit President Eric Aupperle attended
    an Internet Service Quality Workshop sponsored by Bellcore, which
    featured presentations on future differentiated services for the
    Internet.  Bill Norton, Jake Khuon, and Abha Ahuja of the RSng
    staff attended a PacBell NAP open house. Route Servers managed by
    the Route Server Next Generation project (www.rsng.net/) are up and
    running at the Digital Internet Exchange and the AADS, MAE-West,
    MAE-East interconnection points, in addition to the PacBell NAP.

    The Requests for Comments (RFCs) are a series of notes, started in
    1969, about the Internet (originally the ARPANET). The notes discuss
    many aspects of computing and computer communication focusing in
    networking protocols, procedures, programs, and concepts, but also
    including meeting notes, opinion, and sometimes humor. The
    specification documents of the Internet protocol suite, as defined by
    the Internet Engineering Task Force (IETF) and its steering group (the
    IESG), are published as RFCs.

    RFCs-to-be are edited by the RFC Editor.  RFCs enter the RFC Editor's
    work queue either by an action of the IESG or by independent
    submission.  Most independent submissions are referred to the IESG to
    check for overlap with IETF work.  The IESG might put a hold on a
    document to gather more input from its members.  The wait for an RFC
    to be published varies as there can be unforeseen complications
    (typically editorial matters that need clarification from the author).
    Documents can be removed from the publication queue if they are found
    to be insufficient or incorrect or if the IESG asks the author to join
    work already in progress in the IETF.

We (both the list and Heather with input from IETF legal) have come to the conclusion that exact formatting isn't an issue as long as the content is the same (which is a technical problem and so we should be able to deal with it).

Just for a change, and some entertainment, I'd like to tell you about a court case that I was involved with that indeed at one point dealt with a formatting issue. If you look at the encoding table at http://tools.ietf.org/html/draft-duerst-dns-i18n-02#section-3.2, you'll notice that the column headings and the columns don't match. The same problem appears in draft-duerst-dns-i18n-01, but the table at http://tools.ietf.org/html/draft-duerst-dns-i18n-00#section-3.2 has it right.

During a deposition, this layout issue (which I somehow never was aware of, otherwise of course I'd have fixed it) and the fact that the patent involved used the same layout as draft -02 were shown to me. I was asked what I'd think about it, and I explained that to anybody understanding what's going on it was immediately clear that the layout in -00 was correct, and the others were weird. I think I also said that it was strange that in the patent, this problem wasn't detected and fixed.

As far as I am aware, that case never went to court, and so I'm not sure how much of a contribution to the case this formatting problem was. But if anything, it certainly didn't give a good impression of the patent.
