Internet-Draft and RFC statistics not displaying any data for some criteria selections #7001

Describe the issue

Internet-Draft and RFC statistics do not display when selecting authors:affiliation or yearly:affiliation for document type:rfcs for either time:all time or time:past 5 years. A csv download of these selections results in a file with just a single line ("Affiliation","Series 1"); an SVG download results in a file with just a single line ("Number of RFC authors per affiliation over the years"), and PNG, JPEG, & PDF downloads are never generated. Issue replicated under both Chrome & Firefox.
