Difficulty completing Directorate review #7408

Describe the issue

Earlier today I completed a Routing Directorate review of draft-ietf-opsawg-teas-attachment-circuit-11. I posted the review as usual to various mailing lists and all seemed to go well. Then I tried to "complete" the review using the tool at https://datatracker.ietf.org/doc/draft-ietf-opsawg-teas-attachment-circuit/reviewrequest/19367/ with the "Link to review message already sent to rtg-dir@ietf.org" option. I notice that the subject line of my review message, as presented, was full of escape stuff, which I have never seen before: "=?utf-8?q?=5BRTG-DIR=5RtgDir_Last_Call_review_of_draft-ietf- Donald Eastlake2024-05-10 opsawg-tas-att?= =?utf-8?q?attachment-circuit-11?=" (that might have typos in it as the datatracker does not let me copy the text). I selected that, filled in the rest of the form, and clicked "Complete Review" but, after some hours, it still has not updated the review request status. :-( mailman3? :-(

So, I tried this again and looked a bit more carefully at what was going on. the problem is that when I click on the displayed subject line for my review that was already posted to RTGDIR mailing list, the tool come up with a bad URL for it. So, I looked up the message manually and pasted the in the URL and it seems to have worked. So at least I have a work-around. but the review completion logic is still buggy.
