Show BoF request for BoF "WG" pages #7624

Description

Today, https://datatracker.ietf.org/wg/diem/about/ has no charter. It has a BoF request (https://datatracker.ietf.org/doc/bofreq-haberman-digital-emblems/). The former does not link to the latter.

For a BoF, it might make sense to include the BoF request in place of the (presently empty) charter.
