Timezone support for Important Dates #960

Today, important dates is a static webpage. It would be great if people could show the cut-off times in their local timezone. As part of this, people will need to be able to specify their local timezone in a profile. This is probably a straightforward addition to the information that is already stored for community draft tracking.

ImportantDates are now shown on a page that's dynamically generated by the datatracker.

We still don't capture a "preferred local timezone" for people, and we should consider how that might fit under GDPR.

Do you think this is still something we should add?

This should be done in Browser time via JavaScript; no need to collect data then.

(I still would like to have a preferred timezone on a /person page, so I can sync work schedules. Would be wrong when travelling...)
