tracker: send "all" #999

In the tracker, replace the "email authors" link with a pull-down "send email" button/list that allows choice among the aliases: "authors", "chairs", "shepherd", "ad", "notify", "all". The default should be all. Note that all should contain "shepherd" as well. See ticket 996

Although the Responsible AD and the Document Shepherd have mail icons next to their names that lets the user compose an email message to them, this is still an open issue. The chairs are not easily accessible (the user has to click the link to the WG, then click the link for the chair, then find the chair's email address on the chair's profile page). The recommendation for drop-down list for mailing some or all of the interested parties is still a good one.
