Note that #47 is different from #44; #44 does have rearrangements that should just not be word-colored as changes, while #47 has no visible changes at all.

+1 on this report. See https://author-tools.ietf.org/iddiff?url2=draft-ietf-dnsop-rfc8499bis-05 for another example of lots of "skipping" sections tthat have no changes in them, making the diff difficult to read.
