feat: Fetch Gemfiles #32

@stefanomunarini bundle install fails with the following error:

Could not locate Gemfile

I'll revert this commit for now.

@stefanomunarini, okay false alarm. The way https://github.com/ietf-ribose/relaton-gemfiles-fetcher is implemented, the first run seems to be failing but this commits the missing Gemfile. I guess the next run will be success full.
