E.g. https://datatracker.ietf.org/doc/html/rfc3986 references https://datatracker.ietf.org/doc/html/rfc1123#section-2.1, but one does not get at the chapter. Looking into the HTML source, there are references from the table of contents to each chapter, but all the chapter headlines do not have an anchor. References to individual pages work, though.

This is an issue with rfc2html

Specifically, rfc2html should generate its anchors differently. I'll transfer this issue to that repository.
