add social media and other platform icons to www.ietf.org home page #253

In addition to the existing links to immediately-related sites (like www.IAB.org, www.RFC-Editor.org and www.IRTF.org) the public-facing IETF home page ought to have links to third party sites where the IETF actively contributes content that use well-known icons.

Other sites such as www.ieee.org do this (see screenshot). It looks like Bootstrap has icons for this, where the HTML would be:

There are also Material Design icons and it looks like the www.ietf.org site uses Ion Icons for the sharing options on the blog pages.
